At the meeting, delegates focused on discussing and voting to approve 11 important resolutions, such as: capital plan for the implementation of the national target program on new rural development in the province in 2023; Capital plan for implementation of the national target program on socio-economic development of ethnic minority and mountainous areas in 2023 in Binh Thuan province; Approving the adjustment of the investment policy to complete the irrigation area of Ta Pao irrigation system...
The meeting agreed to approve the capital plan for the implementation of the National Target Program on New Rural Development in Binh Thuan province in 2023 with a total amount of 215 billion 348 million VND (Two hundred fifteen billion, three hundred and forty-eight million VND).
With this capital, Binh Thuan will focus on investing and supporting communes and districts to strive for rural standards, enhanced new rural standards and model new rural areas in the period of 2021 -2025 as prescribed in Clause 3 Article 7 of Decision No. 7/2022/QD-TTg dated March 25, 2022 of the Prime Minister.
The People's Council of Binh Thuan province also voted to approve the Regulation on tuition fee support for the 2022-2023 school year for public preschool, general education and continuing education institutions that have not guaranteed their own recurrent expenditures in Binh Thuan province.

At the meeting, People's Council deputies discussed and passed a resolution regulating the area for keeping birds' nests; areas where cattle, poultry and other animals are not allowed; policies to support the relocation and termination of operation of livestock establishments in the province.
According to a report of the Binh Thuan People's Committee, in recent years, the situation of raising cattle and poultry in the province has been mainly at the scale of small households located in residential areas, which has led to environmental pollution.
This affects the health and daily life of the community, especially households around cattle and poultry breeding facilities. Therefore, the relocation of small-scale livestock establishments out of the inner city to solve environmental pollution and improve the living environment for people is a necessary task in building new rural and civilized cities.
Particularly, the situation of raising bird's nests in the province is currently tending to increase. Up to now, the province has about 1,425 establishments that raise birds. Most of the development is spontaneous, with many nest houses built interspersed in residential areas, which has given rise to noise that affects community life but has not been strictly managed by local authorities.
Therefore, the regulation of bird's nest breeding areas aims to limit the situation of people raising spontaneous birds, especially in cases of using houses in residential areas to raise birds' nests, affecting the environment and people's lives.
In addition to stipulating areas for raising birds' nests, areas where cattle, poultry and other animals are not allowed, the resolution of the People's Council of Binh Thuan province also stipulates support from the state budget to help livestock breeders, relocate livestock establishments out of areas not allowed to raise livestock in accordance with the Law on Animal Husbandry.
