Nghe An Provincial People's Committee issued Decision No. 3560/QD-UBND dated November 1, 2023, implementing the Green Growth Program of Nghe An province for the period 2021 - 2030.
The Green Growth Program aims to promote economic restructuring, shift model innovation, and environmental sustainability towards a green, carbon-neutral economy while also limiting global temperature rise through economic prosperity and social justice.
The National Strategy on Green Growth aims to implement specific action plans for industries and fields from 2021-2030, with a vision of 2050, focusing on greenization in areas like production, lifestyle, sustainable consumption, and climate change.
By 2030, the intensity of GHG per gross regional product (GRDP) in Nghe An province will decrease from 9 - 18.4% compared to 2018.
The growth model is being transformed towards greening, utilising the Circular Economy model for efficient natural resource and energy use, utilising digital technology, and developing sustainable infrastructure to enhance growth quality, enhance competitiveness, and underrate environmental impacts.
By 2030, primary energy consumption in the global economy will decrease by 1.0-1.5% annually, with renewable energy accounting for 15-20% of the total supply, the digital economy accounting for 30% of GDP, and a stable forest cover rate.
At least 30% of irrigated upland crop areas utilise advanced, water-saving irrigation methods, while 90% of production and business establishments have environmental-compliant treatment systems.
The goal is to integrate a green lifestyle with a traditional one, fostering a high-quality, harmonious life with nature.
The Plan involves promoting urbanisation and rural development to achieve sustainable growth goals, fostering a sustainable consumption culture, and integrating with the global community.
By 2030, urban solid waste collection will reach 99%, while rural waste will reach 80%. 95% of collected waste will be treated to meet environmental standards, with 30% treated by direct burial. Urban wastewater will reach over 50% for grade II and above areas and 20% for other types. Public transportation will be 3-6% efficient.
The goal is to enhance people's quality of life and climate resilience, ensuring equal opportunities for development and enjoyment in the green transition.
By 2030, the human development index (HDI) is expected to surpass 0.75, with urbanisation reaching 40-45% and 100% of urban type V and above individuals receiving clean water from centralised systems.
The Nghe An Provincial People's Committee outlines 11 key tasks and solutions for each field and industry, including developing renewable energy sources, a 10-year socio-economic development strategy, and synchronising power transmission and distribution grids to meet socio-economic development goals and annual electricity needs, with priority given to border areas, and contributing to national defence, security, and foreign affairs.
Nghe An Electricity Company is constructing a modern, efficient power grid system to ensure safe power supply in the region, meeting criteria N-1 and N-2 for important load areas. The energy savings ratio is expected to reach 7% in 2030 and 14% in 2045.
The Provincial Department of Industry and Trade coordinates with other departments to manage energy efficiency and reduce GHG in the country. They raise awareness about energy usage and environmental protection through propaganda in newspapers, radio, websites, schools, and households. They also oversee the implementation of programs to reduce greenhouse gas emissions and develop clean energy, focusing on renewable energy sources. The department's role is to protect the environment and promote sustainable energy use.
