Starting January 1, 2024, the recycling rate for paper packaging is 15%-20%, metal packaging (20-22%), plastic packaging (10-22%), glass 15%, and batteries, accumulators, lubricants, tyres, tubes, as specified in Decree No. 08/2022/ND-CP that applies to all types of packaging. 

This article discusses the legal regulations for implementing extended responsibility (EPR) for manufacturers and importers in Vietnam, effective from January 1, 2024. It proposes solutions for organising EPR implementation under these regulations. 

What is the required recycling rate?

The requirement recycling rate is the ratio of the minimum volume of products and packaging that must be recycled according to recycling specifications to the total volume of products and packaging produced and imported annually. 

Starting January 1, 2024, mandatory recycling rates for paper packaging, metal packaging, plastic packaging, glass, batteries, accumulators, lubricants, tyres, and tubes will be 15%-20%, 20%-22%, 10%-22%, 15%, and 15%, respectively, as per Decree No. 08/2022/ND-CP. 

What are the required recycling specifications?

Required recycling specifications are deep recycling solutions that demand minimum materials and fuel recovery for product and packaging recycling, requiring 02 requirements. 

  • (1) Meets one of the permitted recycling options
  • (2) Meet the minimum raw material recovery rate (40%). Compulsory recycling specifications for each product and packaging are specified in Column 5, Appendix XXII of Decree No. 08/2022/ND-CP.
