[ 2025 - Updated ] List of 2166 greenhouse gas-emitting facilities subject to greenhouse gas (GHG) inventory according to Decision No. 13/2024/QĐ-TTg

On August, 13 2024, Vietnam’s Prime Minister signed Decision No. 13/2024/QĐ-TTg enacted a list of GHG-emitting sectors and facilities subject to GHG inventory (updated), effective from October 01, 2024.

Decision No. 01/2022/QĐ-TTg on January 18, 2022 will expire since the date this Decision takes effect.

List of 2166 GHG-emitting facilities subject to GHG inventory according to Decision No.13/2024/QĐ-TTg

The Decision has published the list of 2166 GHG-emitting facilities subject to GHG inventory updated in 2024, includes:

1805 GHG-emitting facilities in the industry and trade sector subject to GHG inventory provided in Appendix II;

75 GHG-emitting facilities in the transport sector subject to GHG inventory provided in Appendix III;

229 GHG-emitting facilities in the construction sector subject to GHG inventory provided in Appendix IV;

57 GHG-emitting facilities in the natural resources and environment provided in Appendix V.

GHG-emitting facilities are obligated to conduct a GHG inventory at the facility level under the instructions of the following ministries: Industry and Trade, Transportation, Construction, Natural Resources and Environment; submit the facility’s GHG inventory report according to the Government’s Decree regulations to reduce GHG emissions and protect the ozone layer.

Meanwhile, the GHG-emitting facilities listed in Decision No. 01/2022/QĐ-TTg but are not listed in this Decision are not obligated to conduct and submit a GHG inventory report at the facility level in 2025.
