On November 26, 2024, the Ministry of Natural Resources and Environment issued an Official Dispatch No. 8315/BTNMT-KSONMT. In this Dispatch, the Ministry of Natural Resources and Environment developed a guidance framework for implementing the aforementioned Scheme/Plans in the Appendix attached to this Dispatch. The Guidance framework acts as a practical document to assist the district-level People’s committees in developing solid waste management plans in local areas.
The result of implementing household solid waste management plans will contribute to supporting the localities in achieving the targets of the solid waste management criteria specified by the Prime Minister in the Decision No. 318/QĐ-TTg dated March 08, 2022 on the issuance of the National Criteria for the new rural communes and the National Criteria for the Advanced new rural communes in the 2021 - 2025 period and Decision No. 320/QĐ-TTg dated March, 08 2022 on the issuance of the National Criteria for the new rural districts; stipulate that towns and cities under provincial authority must complete the task of constructing the new rural areas, and the National Criteria for the advanced new rural districts in the 2021 - 2025 period.

Including the following contents:
1. The necessity of developing the Scheme/Plans
1.1. Overview of the natural, socio-economic conditions, the current situation of household solid waste (HSW) management in the district.
1.2. Legal basis for developing the Scheme/Plans
2. Objective: Identify the general objectives and specific objectives (by phase) for managing HSW in accordance with the current legal regulations and to meet specific targets for solid waste management in the district achieving the new rural standards (if applicable) according to the Prime Minister’s Decision.
3. Current situation of HSW management in the district
3.1. Mechanisms and policies on solid waste management: List and evaluate the documents from the local departments guiding and deploying support mechanisms for HSW collection, transportation, and treatment activities.
3.2. Waste management planning: Review the province’s approved planning to identify designated solid waste collection/transfer sites and HSW treatment areas planned within the district (if any); assess the contents of the implemented planning in the district and the upcoming implementation plans.
3.3. Current status of generation, classification, collection, transportation, and treatment of HSW: Conduct surveys, statistics, and evaluation of the situation regarding the generation, classification of solid waste, collection, transportation, and treatment of HSW in the district.
4. Current status of financial investment sources, the collecting and use of fees from the collecting, transporting, and treatment of HSW services: Present the sources of financial resources, evaluate the use and payment of fees for the collection, transportation, and treatment of HSW; analyze the limitations and challenges in mobilizing financial resources and paying for the services.
5. Solutions to improve the HSW management in the district

During the implementation, if there is any difficulties or issues arise, the People’s Committee is requested to submit a document to the Ministry of Natural Resources and Environment (through the Department of Environmental Pollution Control, on 10 Ton That Thuyet, Nam Tu Liem Ward, Ha Noi) for review, research and improving the guidelines to ensure their suitability with practical conditions.
