Environmental data is charged

The Ministry of Finance has completed the draft Circular on the income level, collection, payment, management, and use of environmental data mining and use fees.

According to the draft, the documentation on environmental management, waste management and environmental improvement, biodiversity conservation, and environmental media has a revenue of 800,000 VND per report.

Reporting environmental observation results (by period/year): surrounding air; surface (rivers, waters); coastal seawater; rainwater; groundwater; sediment (river, seawater); soil environment same prices is 800,000VND/report.

Exploitation costs for the map range from VND 870,000 to VND 4 million per piece.

The organizations charging fees as stipulated in this draft communication include the Ministry of Resources and Environment (MONRE) or government authority, public career units of the MONRE, which are entrusted with providing information and data on the environment by the provisions of the law; government authority, public career units of the MONRE, cross-cutting agencies assigned to provide information, data on the environment following the law; Department of Resources and Environment of the provinces, cities under the central authority.

The man pays the fee while having received the results of the information environmental data from the competent authority providing the information and data on the environment; fees shall be paid to the organization in the manner prescribed in Circular No. 74/2022/TT-BTC of the Ministry of Finance, which provides for the form, time limit for collection, payment, declaration of fees and fees under the jurisdiction of the Department of Finance.

In charge-collecting organizations, the non-owned government authority is entitled to debit operating costs from charge sources as provided in Article 4, paragraph 1, of Decree No. 120/2016/ND-CP. Source of cost cover for the provision of data and collection of fees by the state budget in the organization's estimates, according to the regime, the standard of state budget expenditure.

Currently, the level of collection, collection, payment, management, and use of environmental data mining and use fees is being applied per Circular 22/2020/TT-BTC issued by the Ministry of Finance on April 10, 2020.
